1968 Camaro leaf springs

I have a problem with a knocking in my car when I drive it, especially when I take off. I believe I narrowed it down to the leaf spring bushings are dry and nearly missing. i tried to remove the leaf spring perce and the bolts turned and turned. Any thoughts out there on hoe I can get these bolts out?

Can you be a little more clear on which bolts? If it's the ones thru the perch where the rubber pads are sandwiched between, the bolt may be turning in the holes. See if you can clamp a pair of visegrip pliers onto the top side and then remove the nuts on the bottom. I have had to spot weld the studs/bolts to the perch. Hose the nuts down with WD40 or similar product.
