1967 Chevelle

I am looking at buying a numbers matching 67 chvelle ss 396. The car is rust free but it needs a paint job. The interior is great and the car runs and drivers very well. It is a two owner car and the only reason that it needs a paint job is because it has a few scratches on it, nothing too serious. I was wondering what the car was worth. He is asking 15,500 which I don't think is a bad price for what it is but I also dont want to spend that kind of money on a car that isn't worth it. I would greatly appriciate any feedback on this because it is hard to find what classics are worth without asking around.
