I'm scanning a 1940 Special Tools Supplement book. One of the special tools listed is a Phillips Screw Driver - Part No. B 206 ($.50) fits 1936 to 1940 models; Part No. B 207 ($.70) says Inclusive, whatever that means.
Screw driver for use on all Phillips Screws, says the description at the bottom of the descriptions.
Sort of interesting, actually. I'd take it to mean that Phillips head screws were new to the scene at the time, thus the need for a "special tool" to remove them.
